Founded by Kate Colleary, who led the data protection team in a global law firm for many years, Pembroke Privacy brings together a group of 15 expert data protection consultants who collectively have many years of experience in this specialised field. We blend our expertise with a practical, hands-on approach and deliver pragmatic, results-driven services.

We have developed products and tools, such as our gap assessment / compliance review process and our e-learning products to ensure that we can meet clients’ expectations in a rapidly changing technical environment.

Kate Colleary

Kate is an international leader in the field of data protection. She regularly lectures on the Incorporated Law Society of Ireland and Kings Inn’s postgraduate courses in data protection law. In addition to frequently publishing articles on these subjects, she is often asked to speak on data protection issues at international conferences and to comment in the media.

Kate is a Certified Information Privacy Professional (Europe) (CIPP/E), Certified Information Privacy Manager (CPIM) and the Irish Country Leader of the International Association of Privacy Professionals (IAPP), the world’s largest and most comprehensive global information privacy community.

She previously led the Data Protection team of an international law firm. Kate has been a qualified practicing solicitor since 1999. Kate gained an honours degree in law from Trinity College Dublin in 1995.

Sara Bloomer

Sara is a data protection consultant and a qualified solicitor. She is a Certified Data Protection Practitioner (Law Society of Ireland) and a Certified Information Privacy Professional Europe (CIPP/E). She is also a Certified Information Privacy Manager (CPIM) and a member of the International Association of Privacy Professionals (IAPP). Sara gained an honours degree in languages at Trinity College Dublin in 1994.

Sara enjoys providing training to clients on a range of data protection topics, as well as carrying out assessments of organisations and drafting data protection documentation and policies. She manages our team of 15 consultants to ensure that each client receives excellent services on time and in budget.

David Normoyle

Director of Projects at Pembroke Privacy, David is an experienced data protection consultant and an expert in project management, David combines this experience and skill when providing data protection consulting services to our clients and is an invaluable member of our team.

David is a graduate of the University of Limerick from 1998, where he gained a degree in Law & European Studies. He has obtained both Green and Yellow Belts in Lean Six Sigma. David is a member of the IAPP and certified in both CIPP/E and CIPM qualifications, he is a Certified One Trust Privacy Professional and has obtained QQI L6 trainer qualifications.

Before joining Pembroke Privacy, David worked within many different organisations to bring structure and deliver complex projects. He similarly has a wealth experience designing and maintaining reports, producing metrics and KPIs for international management audiences. David has worked as a managed service project manager with US based companies such as Microsoft, IBM and P&G and notably established a Centre of Excellence in Xerox in Dublin for merging, operations, compliance, reporting and administration in one digital transformation project.

David also gained a wealth of experience in data protection projects before joining our team, in designing and implementing data protection frameworks, reviewing cookie compliance levels, providing external DPO services, undertaking GDPR compliance assessments, drafting suites of policies and procedures, designing, and implementing DSAR procedures and developing training programmes.

David is a talented and experienced data protection trainer, delivering training on on all areas of Data Protection Law, cybersecurity workshops and delivers CIPM training on a regular basis.

At Pembroke Privacy, David has recently undertaken a project which project involved scaling and ramping up a virtual legal redaction team working on FOI Requests and DSARs for a high-profile client. Through his day-to-day work at Pembroke, David facilitates a proactive approach to all client engagements, he is an important member in our DPO teams, and carries out a multitude of data protection advisory and compliance services.

Greta Dineen Kelly

Greta is a data protection consultant at Pembroke Privacy and a key member of our data protection team.

As a recent graduate of Dublin City University, Greta gained her BA in Law and Media Studies in 2019 and her MA in Data Protection and Privacy Law in 2020. Through her master’s degree, which combined both law and computing disciplines, Greta gained a unique insight into both the technical and legal aspects of data protection law.

Greta placed top of her graduating class in 2020. As a result, she received the prestigious Westin Scholar Award from the IAPP. Greta is now a member of the IAPP and will complete her CIPPE, CIPM, and CIPT certifications in 2022. She has also recently obtained One Trust Privacy Professional certification.

Through her day-to-day work at Pembroke Privacy, Greta provides clients with a wide variety of data protection compliance services, namely the undertaking of DPIAs from start to finish, reviewing and redacting complex and sensitive DSARs, undertaking compliance assessments and gap analyses, drafting and updating suites of data protection documents and advising on client’s day to day data protection queries. Greta is also responsible for managing some client relationships and ensuring deliverables are on track. 

Joshua Hovsha

Josh is a Data Protection Consultant at Pembroke Privacy and a Marie Curie Fellow at Trinity College Dublin, where he is completing a PhD in Data Protection Law.

Josh has led numerous data protection risk and advisory service projects for governmental departments, private entities, and civil society organisations. He has also aided international organizations in developing AI and Data Protection frameworks in African States.

He is a Certified Information Privacy Professional Europe (CIPP/E) and is a member of the International Association of Privacy Professionals (IAPP). Together with colleagues in academia, Josh has published works in fields of AI, health innovation, and drone use.

In his native South Africa Josh worked in public interest litigation against government corruption, before serving as executive director of the Cape SAJBD – a civil rights and political advocacy organisation which combats racism and all forms of prejudice.

At Pembroke Privacy, Josh combines his experience in campaign management and stakeholder engagement with a speciality in Data Protection Law to help guide clients through the change management process.

Anna Burroughs

Anna is a data protection consultant at Pembroke Privacy. Anna gained an honours degree in Law from Trinity College Dublin in 2020 and she recently graduated from Universiteit Utrecht with a master’s degree in Public International Law with a specialisation in Conflict & Security Law. Anna’s time living in The Netherlands allowed her to gain insight into the data privacy standards in a
different jurisdiction which bolstered her knowledge of privacy issues at an EU level. Anna is a member of the IAPP.

Anna is skilled in the drafting and reviewing of data protection policies and procedure and she has also gained extensive expertise in risk assessment including carrying out data protection compliance assessments and transfer impact assessments. Anna supports the Pembroke Privacy external DPO team to deliver best in class DPO services to our clients both in Ireland and globally. Anna’s role in Pembroke Privacy also involves the handling of complex data subject access requests (DSARs) and freedom of information requests (FOIs), having gained extensive experience in the area during her first year at Pembroke Privacy. Anna thoroughly enjoys being part of our dynamic team meeting the data protection compliance needs of our clients.
