Pembroke Privacy is an award-winning Data Protection, Privacy & AI Governance consultancy with offices in Dublin and London. We provide organisations with the knowledge, skills and resources required to manage their Data Protection, Privacy and AI Governance compliance obligations successfully under the GDPR, EU AI Act and other information privacy and data laws.

Founded by Kate Colleary, who led the data protection team in a global law firm for many years, Pembroke Privacy brings together a team of highly experienced data protection consultants who collectively have many years of experience in this specialised field. We blend our expertise with a practical, hands-on approach and deliver pragmatic, results-driven services.

We have developed products and tools, such as our gap assessment / compliance review process and our e-learning products to ensure that we can meet clients’ expectations in a rapidly changing technical environment.

Our team of experienced consultants has significant expertise in the practical implementation of the GDPR, EU AI Act and other data protection legislation. What makes Pembroke Privacy different is that many of our team members have qualified as lawyers and have extensive legal as well as

Kate Colleary

Kate Colleary is Founder and Director of Pembroke Privacy, an award-winning Data Protection, Privacy & AI Governance consultancy with offices in Dublin and London. She is highly regarded worldwide as an expert in these fields. Kate is honoured to represent the International Association of Privacy Professionals (IAPP) as its Country Leader in Ireland and was awarded the prestigious Westin Emeritus Fellow title, which recognises world leaders in data protection and privacy. She has been awarded ‘Best in Data Protection’ by the Global 100 which recognises the world’s leading firms and individuals who are leaders within their chosen areas of specialisation. She has also recently been awarded the “Fellow of Information Privacy” (FIP) qualification by the IAPP which is reserved for seasoned professionals in the privacy world. Kate is a qualified Solicitor and a Certified Information Privacy Professional and has extensive experience assisting and advising businesses to navigate the complexities of data protection, privacy and AI laws. Kate leads a team of consultants providing DPO services to global clients including an AI platform. She is on the Data Protection faculty of the Incorporated Law Society of Ireland and Kings Inns and speaks on data protection and AI issues globally.

Sara Bloomer

Sara has been a valued member of the Pembroke Privacy team since we were established in 2018. As Senior Manager her role includes Client Services, New Business Development, Marketing and the management of Pembroke Privacy’s training services including International Association of Privacy Professionals (IAPP) certified professional training.

Sara is a qualified Solicitor and a Certified Data Protection Practitioner – Law Society of Ireland. She is also a Certified Information Privacy Professional Europe (CIPP/E) and a Certified Information Privacy Manager (CPIM). She is a member of the International Association of Privacy Professionals (IAPP).

Sara is a graduate of Trinity College Dublin with an honour’s degree in Modern Languages. She also holds a Post Graduate Diploma in Marketing from the Chartered Institute of Marketing.

David Normoyle

David is an experienced data protection expert and trainer and specialises in project management. David manages our team of consultants and ensures all client engagements are carried out efficiently and effectively while facilitating a proactive approach to the delivery of data protection services. He has obtained both Green and Yellow Belts in Lean Six Sigma certifications. Along with an ITIL certification, David is a member of the International Association of Privacy Professionals (IAPP) and a certified CIPP/E, CIPM and CIPT professional. He has also been designated by the IAPP as a Fellow of Information Privacy. David is a Certified One Trust Privacy Professional and has obtained QQI L6 trainer qualifications.

David is a talented and experienced data protection trainer, delivering training on all areas of Data Protection compliance and Cyber Security. He delivers IAPP CIPP/E, CIPM, CIPT and AIGP training to professionals on a regular basis as part of Pembroke Privacy’s training partnership with the IAPP.

David is a graduate of the University of Limerick from 1998, where he gained a degree in Law and European Studies.

Meg MacMahon

Meg is a practicing barrister and former Assistant Commissioner/ Senior Regulatory Lawyer with the Irish Data Protection Commission where she acted as lead investigator on many complex national and cross-border inquiries into all aspects of compliance with the General Data Protection regulation (GDPR) and Law Enforcement Directive (LED).

Meg is a Certified Information Privacy Professional Europe (CIPP/E) and Certified Information Privacy Manager (CIPM) and a member of the International Association of Privacy Professionals. Meg has been designated by the IAPP as a Fellow of Information Privacy.

Meg provides advice and training to clients on all aspects of data protection compliance including data subject access requests, data protection impact assessment, transfer impact assessment and everything in between and thoroughly enjoys interacting with fellow privacy enthusiasts and providing training, guidance and advice on all aspects of data protection compliance.

She gained an honours degree in Spanish and Politics from University College Dublin (UCD) before qualifying as a barrister in Ireland where she practiced for many years mainly in the area of public law and fundamental rights. She holds a Masters Degree in International and Comparative Law from Trinity College Dublin. She has published works on many aspects of fundamental rights and European law and has a keen interest in the intersection of emerging technology, fundamental rights and regulation- particularly the importance of privacy and data protection in the modern world.

Joshua Hovsha

Josh is an experienced data protection consultant and a Certified Information Privacy Professional Europe (CIPP/E). He is a Marie Curie Fellow and is currently pursuing a PhD in data protection law at Trinity College Dublin. Josh has years of experience managing teams in diverse organizations focusing on data protection risk analysis, crisis management, and communication strategy. His experience is coupled with knowledge gained through years of academic research in Law and Public Policy. He has carried out risk assessments and provided advisory service to governmental departments, private entities, and the public sector. He has also assisted international organizations in developing AI and Data Protection frameworks.

As a leading member of our DPO team he advises and guides clients on critical obligations including conducting data protection impact assessments (DPIAs) and measuring risk. He monitors compliance with the GDPR and other data protection legislation and acts as a point of contact for Supervisory Authorities and data subjects. He also carries out transfer impact assessments as part of our international data transfers programme and he advises on data subject rights requests and data breach notification under the GDPR. He has led numerous enterprise risk assessments for clients including multinational corporations, large energy providers, health care providers and public sector bodies. Josh plays a key role in ensuring Pembroke Privacy continue to deliver best in class data protection compliance services to our client.

Josh holds a Master of International and Comparative Law – Trinity College Dublin, a Master of Political Science – University of Witwatersrand, a Bachelor of Politics and International Relations – University of Johannesburg and a Bachelor of Law – University of Johannesburg.

Hazel Rossiter

Hazel is an experienced data protection professional and has worked in data protection management in the Energy Sector for over 15 years. She is an IAPP Certified Data Protection Practitioner (CIPP/E) and she holds an advanced Diploma in Data Protection from the Honorable Society of King’s Inns.

As a senior member of Pembroke Privacy’s team of expert data protection consultants, Hazel brings to our clients a wealth of experience working in industry including expertise in data protection strategy, data breach management, DPIAs, DSARs, international data transfers and data mapping, to name a few of the services she provides.

Hazel is also a fully Qualified ACCA Accountant and has experience working in the financial services sector.

Greta Dineen Kelly

Greta is a data protection expert at Pembroke Privacy based in our Dublin office. She is a member of the International Association of Privacy Professionals (IAPP) and is a Certified Information Privacy Professional (CIPP/E) and a Certified Information Privacy Manager (CIPM). She has also obtained One Trust Privacy Professional certification.

Greta provides clients with a wide variety of data protection compliance services including data protection impact assessments, transfer impact assessments, managing complex and sensitive DSARs, undertaking compliance assessments and gap analyses, drafting and updating suites of data protection documents and advising on clients’ day to day data protection queries. She provides DPO services to clients both in Ireland and globally across a wide range of sectors, particularly the health, government and technology sectors.

She is a graduate of Dublin City University where she gained a BA in Law and Media Studies in 2019 and an MA in Data Protection and Privacy Law in 2020. Through her master’s degree, which combined both law and computing disciplines, Greta gained a unique insight into both the technical and legal aspects of data protection law. Greta was placed top of her graduating class in 2020 and received the prestigious Westin Scholar Award from the IAPP.

Anna Burroughs

Anna is a key member of our DPO team delivering best in class DPO services to clients globally and is based in our London office where she is the point of contact for many of our UK based clients. Anna’s role also involves the handling of complex data subject access requests (DSARs) and freedom of information requests (FOIs). She is also skilled in drafting data protection policies, and she reviews data sharing agreements and data processing contracts. She carries out data protection gap analyses and creates work plans to deliver compliance projects. Anna is a member of the International Association of Privacy Professionals (IAPP) and a certified CIPP/E professional.

Anna gained an honours degree in Law from Trinity College Dublin in 2020 and is a graduated of Universiteit Utrecht holding a master’s degree in Public International Law with a specialisation in Conflict & Security Law. Anna’s time living in The Netherlands allowed her to gain insight into the data privacy standards in different jurisdictions which has enhanced her knowledge of privacy issues at an EU level.

Poojan Bulani

Poojan is a data protection consultant at Pembroke Privacy based in our London office. She brings extensive international experience in data protection, having worked both in India and the UK. With a strong foundation in managing and responding to complex data protection queries, Poojan supports the DPO services at Pembroke Privacy. Her experience spans across reviewing and drafting policies, conducting DPIAs, undertaking compliance assessments and advising global clients on the regulatory frameworks. She also has extensive experience in automating compliance activities through tools like OneTrust. She is a graduate of University College London where she gained a Masters in Law.

Through her Masters, she was able to leverage her interest and hands-on experience in data protection to learn how to design and audit responsible business practices.

LizAnn Doyle

LizAnn is an administrator and project manager with extensive experience working in the legal and financial services sectors and a track record of delivering projects in an efficient and effective manner.  She draws on her organisational skills to provide invaluable administrative and accounting resources to the Pembroke Privacy team to support the delivery of our data protection services to clients.

She is an honours graduate of Mathematics from Trinity College Dublin and more recently, Textile Design in Limerick School of Art and Design.
